6. Appraisal Review Reference Materials Change Date July 22, 2019 • This chapter has been revised in its entirety. a. Industry News and Resources SARs should have access to articles published online by professional appraisal organizations and subject matter experts, as well as economic forecasts, real estate market trends and appraisal industry news. b. Reference Materials The following reference materials should be available to the SAR: • the VA Lender’s Handbook, • all valid VA-issued Circulars, • VA’s “Local Requirements” at http://www.benefits.va.gov/HOMELOANS/appraiser_cv_local_req.asp, • applicable Federal statutes and VA regulations, USPAP, and • residential appraisal publications which include instructions for completing the Uniform Residential Appraisal Report (URAR) and other acceptable appraisal report forms.
